Mohd Arif bin Jefridin, 30, Muhammad Haris bin Jefridin, 29, and Muhammad Syafiq bin Jefridin, 18, had trespassed into government property at Flat Pulau Cermin, Jalan Tutong, at 4am on October 11.
They also broke metal pipes on the building, in the course of trespassing.
Acting Chief Magistrate Pengiran Masni binti Pengiran Haji Bahar heard from Deputy Public Prosecutor Nur Eleana binti Dato Paduka Haji Hairol Arni that the police were alerted at 8.11am by a passerby who saw a car parked in the compound surrounding the building.
The police immediately arrived on the scene, but upon finding no one inside the car, they began a search of all the floors in the building.
Meanwhile, the police siren had alerted the brothers, who were trying to climb down from the roof by way of the staircase.
But on their way down, they came face to face with the police, and were arrested.
