In an April 10 resolution released on Wednesday, the High Court's en banc said it dismissed the administrative complaint against SC 2nd Division Clerk of Court, lawyer Ma. Lourdes C. Perfecto, for lack of basis and ruled to "consider this case closed and terminated."
The tribunal said that the complainant, Alberto C. Yap, "failed to specifically aver and prove any misdeed that may have been committed by Atty. Perfecto."
The court explained that Yap's one-page letter failed to contain any elaboration on the alleged money-making modus operandi that Perfecto had employed in issuing the alleged bogus minute resolutions.
"Such bare allegations, without any iota of evidence, do not merit the Court's consideration," the court said, adding that it "finds as untenable" the complainant's allegation that Perfecto had issued bogus minute resolutions.
